CENTRALIA REGIONAL LIBRARY DISTRICT
REGULAR BOARD MEETING
July 16, 2009
PLACE OF MEETING: The Centralia Regional Library District Board of Trustees met at 4:30 p.m. in the second-floor Teen Room at the Main Library in Regular Session on Wednesday, July 16, 2009. The June Regular Board Meeting was called to order by President Loomis.
MEMBERS PRESENT: Allen, Beasley, Garrison, Loomis, Oehmke (arrived at 4:45), Pacey, and Paine
MEMBERS ABSENT: None
OTHERS PRESENT: Joyce Jackson and Diana Donahoo
MINUTES: Motion by Pacey to approve the minutes of the June 18, 2009 Regular Board Meeting. Seconded by Allen and passed by roll call vote with Beasley and Loomis abstaining.
Additional checks were added to the check history for Amazon Credit, Postage, Hoffman Mortgage, etc. in the amount of $24,216.89. Check #28201 in the amount of $235.30 was voided.
BILLS: Motion by Pacey to pay the bills in the amount of $71,750.81. Seconded by Beasley and passed by roll call vote.
REPORT OF THE DIRECTOR: See attached.
In addition: Cate Cortelloni submitted her resignation by phone on July 14th. I have filled her position from within.
The air-conditioning unit at Sandoval Branch Library was leaking water. The city thinks it is caused from the drain hose being clogged.
The Long Range Plan needs to be updated.
Rita Lewis spoke about the Summer Reading Program at Sunrise Rotary on July 16th.
Arlene Dueker from Kaskaskia College and I attended grant orientation in Minneapolis for the Big Read Grant. The grant paid for all expenses for this trip. Tim O’Brien who wrote “The Things They Carried” was guest speaker for the event. We learned that it is not uncommon to have low attendance at the events we sponsor in relation to the book. Kaskaskia College will be hosting the inside version of “The Wall”. Our library will have a reading program on the book “The Things They Carried”. Everyone who reads the book will be eligible to enter a drawing for a gift card to Characters Book Store. The drawing will be held on December 1st. The library plans to show the movie “Good Morning Vietnam” as part of the program. The Friends of the Library donated $100.00 for the library to purchase additional copies of “The Things They Carried”. Kaskaskia College will purchase 100 copies of the book.

REPORT OF THE PRESIDENT: No Report
COMMITTEE REPORTS:
FINANCE/PERSONNEL
The treasurers report was discussed. It was noted that the Per Capita Grant for fiscal year 2008-2009 will be paid in 2009-2010.
MOTION: Motion by Pacey to go into closed session at 4:54 p.m. to discuss Personnel. Seconded by Oehmke and passed by roll call vote.
MOTION: Motion by Oehmke to return to regular session at 5:30 p.m. Seconded by Beasley and passed by roll call vote.
CONTRIBUTIONS/COMMUNITY RELATIONS
The library has received several memorial donations in the past month.
The Friends of the Library held a book sale on July 11th. The Friends made $511.00 at the sale.
BUILDING & GROUNDS
The photocopier at the main library is working better.
The weeds growing between the cracks in the sidewalk and around the bottom of the building will be sprayed. Jackson reported she had already left the janitor a note about taking care of this.
Jackson will check with the State Library on construction money for libraries.

UNFINISHED BUSINESS:
MOTION: Motion by Allen to retain Mike Loomis as President, Jane Pacey as Vice-President, Linda Garrison as Secretary, and Mark Paine as Treasurer. Seconded by Beasley and passed by roll call vote.
NEW BUSINESS:
2009-2010 Per Capita Grant requirements was distributed to all library board members.
The 2009-2010 Building Levy Ordinance 09-004 was presented to the library board for approval.
MOTION: Motion by Pacey to accept Ordinance 09-004 as presented. Seconded by Allen and passed by roll call vote.
President Loomis appointed Beasley and Pacey to audit the secretary’s minutes for fiscal year 2008-2009.
