Minutes of the May 19th Board Meeting

CENTRALIA REGIONAL LIBRARY DISTRICT

REGULAR BOARD MEETING

            May 19, 2010             

 

PLACE OF MEETING: The Centralia Regional Library District Board of Trustees met at 4:30 p.m. in the second-floor Teen Room at the Main Library in Regular Session on Wednesday, May 19, 2010.  The May Regular Board Meeting was called to order by President Loomis.

MEMBERS PRESENT: Allen, Beasley, Garrison, Loomis, Oehmke, Pacey, and Paine

MEMBERS ABSENT: None

OTHERS PRESENT: Joyce Jackson, Terri Rogers, Rita Lewis, Diana Donahoo, Cindy Payne, Mayor Ron Kretzer, and Glenda Kretzer

MINUTES: Motion by Beasley to approve the minutes of the April 21, 2010 Regular Board Meeting. Seconded by Pacey and passed by roll call vote.

Check # 28666 was voided and replaced with check number 28714 with the new total of $44,138.61. Discussion on checks and building insurance were discussed. The building insurance has changed for property, causality, and workmen’s compensation to State Auto.

BILLS: Motion by Pacey to pay the bills in the amount of $44,138.61. Seconded by Oehmke and passed by roll call vote.

REPORT OF THE DIRECTOR:

In Addition:  Jackson informed the library board of the financial problems in the state library systems. Letters were given to the board from several library systems on their financial condition. Some are laying nearly everyone off and focusing on delivery and automation for their resident libraries. Shawnee Library System will run out of money by November. The state is encouraging library systems to merge. The libraries in Shawnee will not know how this will affect them financially until definite decisions are made.

A large tree limb fell on the power lines in back of the building at the main library. This caused the donut box to pull away from the building. Ameren IP repaired their part of the damage. The library will need to repair the box. Jackson has called Donco Electric to do the needed repairs.

COMMITTEE REPORTS:

FINANCE/PERSONNEL

The library board reviewed the Treasurer’s Report. The library has spent 83.3% of the fiscal budget as of April 2010.

Corporate Replacement Tax from the state was discussed. The library received a $6000.00 check this month and should receive another one before the end of the fiscal year. The revenue for this fund has gone down from the previous year and will probably decrease again next year. The Per Capita Grant for the upcoming year is in question. With the state financial problems there may be no money for Per Capita Grants.  The library’s data processing expenses through Shawnee Library System will increase for fiscal year 2010-2011.

The committee needs to meet before the June meeting to review the working budget for 2010-2011 and salaries for the staff.

NEW BUSINESS:

Mayor Ron Kretzer of Sandoval and his wife were present to discuss the hours at Sandoval Branch Library. The mayor wants more hours per week at the branch for working people and school children. He wants set hours and more evening hours for working people and more Saturday hours. He informed the library board that the building where the library is, needs a new roof and the village will be replacing it. He stated the schools summer reading program will not be funded this year. The mayor would like to see more programming at the branch library. Jackson informed him that there will be a summer reading program at the branch and flyers will be given out to all school children. Flyers will also be displayed at area businesses. Mayor Kretzer requested a report of revenue and Per Capita received for the Village of Sandoval.

President Loomis informed Mayor Kretzer that the library District’s fiscal year ends June 30, 2010 and there will not be any changes to the hours at the branch before then. The hours will be reviewed when next years budget is discussed. The current hours at Sandoval Branch Library can be adjusted.

MANAGEMENT TEAM REPORT: See Attached.

REPORT OF THE PRESIDENT: President Loomis informed the library board about a website sponsored by ALA which has information relating to libraries on it. The website is atyourlibrary.org.

CONTRIBUTIONS/COMMUNITY RELATIONS

There has been good newspaper coverage on the library recently. In regards to the article published in the paper which stated the library refused to attend the Sandoval Village Board meeting; it was noted the library chose not to attend and the mayor was informed the library board would meet with him personally.

BUILDING & GROUNDS

A brick was pulled out form the building due to the limb falling on the power lines. Estimates for tuck pointing and repairs will be sought.

The basement needs to be cleaned. Due to water leaking in the basement, there is a mold and mildew problem. Renovation of the building would include filling in the basement. This cannot be done until an addition is completed in order to move the power boxes to the new part. It is recommended that Jackson check on the price of a dumpster to remove all the junk in the basement. The United Methodist Children’s Home in Mt. Vernon does community projects and would possibly help with cleaning the basement.

Sandoval Branch Library hours are: Tuesday, 12:00 – 5:00, Wednesday 12:00 – 6:00, and Saturday, 10:00 – 3:00.
