Board of Trustees Meeting
February 20, 2008


PLACE OF MEETING: The Centralia Regional Library District Board of Trustees met at 4:30 p.m. in the second-floor Teen Room at the Main Library in Regular Session on Wednesday, February 20, 2008. The February Regular Board Meeting was called to order by President Loomis.

MEMBERS PRESENT: Allen, Beasley, Garrison, Loomis, Oehmke and Pacey

MEMBERS ABSENT: Smallwood 

OTHERS PRESENT: Joyce Jackson and Cindy Payne

MINUTES:  Motion by Beasley to approve the minutes of the January 16, 2008  Regular Board Meeting. Seconded by Oehmke and passed by roll call vote with Pacey abstaining.

A check made out to the Magic Storyteller for a workshop in the amount of $350 was added to the total bills. Discussion was held on the power bill from Odin and the building use. The lease agreement between the library and Odin will be reviewed.

BILLS: Motion by Oehmke to pay the bills in the amount of $52,493.04. Seconded by Garrison and passed by roll call vote.

REPORT OF THE DIRECTOR:

See attached.

In addition: The roof leaked on the East wing. The roofer said that the wind pulled some flashing loose. He caulked the flashing and put a tarp on the roof. He will replace the roof as soon as weather permits.

MANAGEMENT TEAM REPORT:

      See attached.

REPORT OF THE PRESIDENT:

      President Loomis checked into a different recycling firm which will not work for the library. He also handed out an article on library usage.

COMMITTEE REPORTS:

FINANCE/PERSONNEL

The Treasurer's Report was discussed.

CONTRIBUTIONS/COMMUNITY RELATIONS

The First Aid Workshop will be held on Saturday. Jackson only has 5 people signed up for it. Since there will be extra money left in the Safety grant, Jackson will be ble to offer Certified CPR tot he staff.

BUILDING & GROUNDS

The library board reviewed the agreement for the new Sandoval Library building. The Village of Sandoval will not approve the agreement until the library does. Jackson had the library lawyer look it over. The library board agreed to accept the library lawyer's revisions. In addition, the library board would like to have paragraph 7D deleted from the agreement.

MOTION:     Motion by Pacey to approve the Sandoval Library Building agreement with changes. Second by Allen and passed by roll call vote.

The cost to have an ice shield put on the new roof will be $500.

MOTION:     Motion by Oehmke to accept the bid for ice shield. Second by Pacey and passed by roll call vote.

Joyce beasley was thanked for the Winter Party.

Jackson had pictures of what the recycling bin would look like. It could be placed on the corner of the parking lot near the book drop. The library board chooses not to do this at Centralia, but will consider placing one at Irvington Branch.

The library board will review the design plan presented to them from Eggermeyer Associates on the new building addition. The library board will contact Jackson by Monday with any added suggestions.

LONG RANGE PLANNING

No Report

POLICY COMMITTEE

Jackson requested to the library board that the computer use policy be changed. She wants the age limit for the teen computers changed from 13 years old through 18 years old, to 13 years old through 17 years old.

MOTION:     Motion by Oehmke to change the computer use policy as suggested. Seconded by Beasley and passed by roll call vote.

UNFINISHED BUSINESS:

None.

NEW BUSINESS:

The Centralia Museum usually charges $50 to use their facility. Margaret Loomis did not charge the library for its use. Joyce Beasley asked the library board if they would make an individual donation to the museum.

Jim Beasley would liketo move the war memorial which is in Library Park to Fairview Park. The library board feels this should be a decision made by the City of Centralia.

It is time to pay your annual Friends of the Library dues.
